Economic Complementary Agreement Chile - Bolivia ECA 22

Entered into in Santa Cruz de la Sierra, Bolivia, on 6 April, 1993, this Agreement was enacted in Chile through a Supreme Decree Nº 402 issued by the Ministry of Foreign Affairs, dated 22 April, 1993 and published in the Official Gazette on 30, June, 1993. It entered into force on 1 July, 1993.

 

This Economic Complementarity Agreement was subscribed under the 1989 Montevideo Treaty, which established the Asociación Latinoamericana de Integración (ALADI), aimed at setting the grounds for an effective economic integration, facilitating, extending and diversifying trade.

The Agreement comprises 18 Chapters and 4 Annexes. The provisions contained therein govern matters such as the liberalization program, disloyal trade practices, safeguards, energy complementarity, settlement of disputes, technical rules, automobile sector, and Government acquisitions, among others.

Rules of origin and customs procedures are governed by Resolution Nº 78 and Decision Nº 91, which provide for ALADI s Origin Regime.

 

The original Agreement contained four annexes. The first contained provisions regarding general preferences granted by Chile, without reciprocity, for Bolivian products; Annexes II and III listed those tax free products and Annex IV listed products that were the focus of previous negotiations.

Since the date of accession to the Agreement, 10 Additional Protocols have been subscribed. The Seventh Protocol extended the tax reduction program, and two of its annexes contain the general preferences granted by Chile and Bolivia, respectively.
