Entered into at Santiago on 6 December, 1993, enacted in Chile through Supreme Decree Nº 1535 issued by the Ministry of Foreign Affairs, on 15 December, 1993 and published in the Official Gazette on 27 April, 1994. The Agreement entered into force on 1 January, 1994.
This Economic Complementarity Agreement was subscribed under the 1980 Montevideo Treaty, which established the Asociación Latinoamericana de Integración (ALADI). This Agreement is aimed at establishing an extended economic space to allow the free circulation of goods, services and factors of production
The Agreement is comprised of 22 Chapters and 6 Annexes. The rules contained therein govern matters such as the liberalization program, disloyal trade practices, safeguards, technical rules, technological and scientific cooperation, phytosanitary and zoo-sanitary rules, sea and land transportation, settlement of disputes, automobile sector and Government acquisition, among others.
Annex 6 contains a Cooperation and Coordination Agreement in Agricultural and Livestock Sanitary Matters, signed by both country s Ministries of Agriculture.
The rules of origin and customs procedures are governed by Resolution Nº 78, which contains ALADI s Origin Regimen, the arranged and consolidated text of which is found in Resolution Nº 252, dated 4 August, 1999.
The Agreement comprises five Annexes, where the signatory countries make the commitment to liberate mutual trade no later than 1 January, 1999.
Presently, Annexes 1, 2, 4 and 5 contain 100% tariff preferences; while Annex 3, which contains the list of exceptions was modified through the VI Additional Protocol, by means of which 10 tax reduction levels were created. The total liberalization of this Annex is planned to take place no later than 1 January, 2012.
